List Of Ministers Dropped And The New Appointed Ones

The president has announced his cabinet lineup for the upcoming 2026 general elections, maintaining several key figures while introducing fresh faces into the mix.

Jane Ruth Aceng continues her role in Health, while Betty Amongi retains her position in Gender affairs. Jeje Odongo remains in charge of Foreign Affairs, Chris Baryomunsi oversees ICT, and Frank Tumwebaze stays in Agriculture. Matia Kasaija continues to lead the Finance department, with Robinah Nabbanja as Prime Minister, Jesca Alupo as Vice President, and Norbert Mao handling Constitutional Affairs.

Other familiar names retained as Cabinet Ministers include Milly Babirye Babalanda for the Presidency, Hamson Obua as Government Chief Whip, and Kasule Lumumba for General Duties. Rebecca Kadaga serves as the 1st Deputy Prime Minister, Gen Moses Ali as the 2nd Deputy Prime Minister, and Rukia Isanga Nakadama as the 3rd Deputy Prime Minister. Monica Musenero takes charge of Science, Innovation, and Technology.

In other appointments, Kahinda Otafiire stays on as Internal Affairs Minister, Judith Nabakooba retains her role in Lands, Housing, and Urban Development, and Francis Mwebesa continues in Trade, Cooperatives, and Industry. Tom Butime remains responsible for Tourism, Wildlife, and Antiquities, while Katumba Wamala oversees Works and Transport.

However, there are changes as well. Mary Goreti Kitutu, the Minister for Karamoja implicated in the Mabaati scandal, is replaced by Peter Lokeris, the former State Minister for Mineral Development. Vincent Bamulangaki Ssempijja is replaced by Jacob Oboth Oboth in the Ministry of Defense.

Harriet Ntabazi and Kwiyucwiny Grace Freedom are dropped from their ministerial positions, along with Mary Gorreti Kitutu and Agnes Nandutu.

New appointments include Gen Wilson Mbasu Mbadi, Chief of Defense Forces, as Minister of State for Trade, Industry, and Cooperatives, and Balaam Barugahara, an events promoter, as Minister of Youths and Children Affairs. Lilian Aber takes on the role of State Minister for Relief, Disaster Preparedness, and Refugees.

Dr. Keneth Omona, the President’s Principal Private Secretary, is appointed State Minister for Northern Uganda (Office of the Prime Minister), while Hon Namboozo Florence Wamala becomes the State Minister for Karamoja Affairs, replacing Agnes Nanduutu. Despite implications in the Mabaati scandal, Amos Lugoloobi remains the Minister of State for Planning in the Finance Ministry.

Additionally, Youth MP Phiona Nyamutoro is appointed as Minister of State for Energy and Mineral Development.
